Saturation will happen on systems if there are more targets than the system can handle. It will be interesting to see how the USA in the future protects these RADARs. Need more layers and more capacity to track targets and target management.
My guess is, in the future, they'll deploy the LPWS (Land Phalanx Weapon System) to protect assets like that.
It's basically the Phalanx CWIS system that the Navy uses...
I mentioned this before, but that system used heavy ammunition that has to fall somewhere. I don't think you're going to want those in populated areas.
