There is a vast difference between Title I is agents of a foreign country, which also includes American Citizens IF they are shown to a FISC that they are. That is done by application for a FISA I warrant. Backstory is that the FBI went ape crap crazy after 9/11 and the FISC reined them in. Mueller was the FBI Director at the time. In response to his bein b****ed slapped by the courts was a verification process called "Woods Procedures" which vetted the info BEFORE it was presented to a FISC.

The NSA database can be accessed by many many people using 702 and 703 queries. No Woods Procedures, no FISC.

Court packing is legal but precarious, especially given the stability in numbers the court has had for generations. I'd rather it not happen. The GOP has to reckon with how they swung the court two seats to the right with the 1) Merrick Garland nomination and 2) RBG death. Sitting on their good fortune and attempting to lock up the SC for another generation with well-timed retirements is asking for the Democrats to revert to court packing. It's all politics, and the most boring solution would be to come to some compromise, but we don't seem to be in an era like that anymore.

Adding states is a different matter insofar as there is less historical precedent for doing this solely for political gain outside the era of manifest destiny. I'm solidly opposed to it. Puerto Rico would make the most sense for population and proximity but they are not culturally aligned well enough with the rest of the union.

Garland was not a swing for the right. It was staying status quo, and that POS has done nothing since to prove anything other than it was a good thing for this country to keep him off the Supreme Court.

Adding states is a different matter insofar as there is less historical precedent for doing this solely for political gain outside the era of manifest destiny. I'm solidly opposed to it. Puerto Rico would make the most sense for population and proximity but they are not culturally aligned well enough with the rest of the union.

You're allowed to be in your feels for Garland but they aren't relevant to the politics of court nominations.

The inconsistent standard set by the GOP regarding vacancies at the end of Obama and Trump's terms, combined with other vacancies that naturally resulted, resulted in a swing of a 4-4-1 court to be a 6-3 one. You're right though, Garland's subverted nomination preserved the status quo at the time. The handling of the RBG vacancy did not.
