Research revenue numbers in Warzone's 1st year. $$$ win not catering to nostalgia. If W2 takes a big revenue hit then COD will adjust.
Warzone balancing and multiplayer are a completely separate thing. COD hasn't been taking a hit the last 3 years because of warzone making money. You forget MW19 multiplayer was pretty much dying by the time warzone finally came out.
Warzone 2 tanking will make IW fix Warzone, to the extent they're actually willing to fix it. I.e., they won't add things back that increase the skill gap (they've already stated they're not interested in doing that in any facet of the game), they'll just fix easily fixable things like looting that are just QOL features. It'll be interesting to see if warzone 2 going so aggressively casual will actually make them course correct away from the direction they've been going.
It won't make them quit making ****ty multiplayer design decisions. And it won't matter, because multiplayer doesn't make them money in this era of gaming. Now that warzone 2 is out, it's easy to see just how lazy the multiplayer development actually was.
It'll require a different dev making a game to get a decent multiplayer, which is what we'll get with Treyarch in 2024. Hopefully they don't get neutered in their design cycle again (for the 3rd straight game) having to bail out IW and Sledgehammer.
