Two black teenage gang members have a gunfight on a bus randomly killing an innocent white woman. Of course, neither shooter hit their intended target.

I have absolutely no idea on the logic used to make charging decisions. They should both be charged with murder and do we just not care about the other guy that was shot?

Neither one of those two pieces of sht care one bit that they are being charged with murder. Because both will be out on a PR bond and into the wind long before there is a trial.
