Always been that way. You're usually coached to tackle/hold/contact in the box when you see screen. On WR Screen, that's why the corner attacks the WR.

Illegal contact only occurs before the ball is thrown. Anything around the LoS or behind it is fair game after the ball is thrown.

I'm not sure illegal contact is even a rule in college.
