That's really funny, but seriously, I've always wondered why the they don't just have the 4th official (or sideline AR if there's going to be subs) take a new ball out and spot it in the center immediately after a goal.
This isn't a pickup game in Sudan where you only own one ball… just get another one out there. Problem solved.
Additionally, if no ref is going to enforce a second yellow for time wasting, then it's a stupid rule (or perhaps more specifically, a stupid punishment) and we need something else. Increasingly I wish there was a sin-bin like hockey where there weren't suspension implications.
All that said - I agree that if anyone deserved a card in this situation, it was probably Salah. He didn't give Bruno enough time to truly waste time yet. He jumped on him immediately. 5-10 more secs of walking like a geriatric to the center, you might start to have a case that Bruno deserved time wasting. We all know that he wanted to time waste, but IMO it hadn't happened just yet, and as mentioned he did nothing else wrong there.
