Don't forget the stricter enforcement of the financial rules as well. It takes time to rebuild a squad and Arteta has been doing that slowly since he got to Arsenal. Honestly I think the blame goes several places. Arteta has had plenty of opportunities to put in backup players or make substitutions and refused to do so. But that might be because the backup options aren't good enough in our system (Edu), and that might be because the powers that be don't want to spend money (Kroenke). However you slice it, it's just about inexcusable in my book. Arsenal always seem to have injury issues, so it's not like this is the first time we're seeing something like this. They know better. But barring a total collapse down the stretch, nothing will really change.
