One of the biggest is the assurance the dodgers have from a market size perspective. KC could never do this because KC ain't 20 million people.
The other reason is, while almost all the other teams are taking haircuts on their regional tv rights, the dodgers got an guarantee from their local tv partner (they are co-owners of the network) to pay their fulll rights plus the partner would cover any network losses, guaranteeing the dodgers both their full rights and now non-existent revenue from the RSN. If memory serves, this was a very long term rights deal, maybe 30 years? So the Dodgers and only the dodgers have tv revenue certainty well into the future.
If I'm a small market team I'm ready to raise holy hell (and they probably already have). Yet Manfred sits on his hands.
