I believe the efficacy studies had divided them into mild and severe symptoms with the efficacy based on severe.

For example, if you get a low fever from infection and that's it the vaccine was determined effective in the study.

The primary efficacy number in all the studies I've read has been symptomatic infection - one symptom like fever, cough, shortness of breath + positive PCR test.

They also frequently have a second number for efficacy at preventing severe covid (hospitalization or death).

So everyone is right.
