That analogy is really bad. It would be better to compare them to the Arab Spring or the Yellow Vests in France. Organically organized but not a formal top down leadership structure. They want to focus on the word organization in "Terrorist Organization." OK. They are terrorists we will stop using the word organization and act accordingly.
