Unless congress creates a legal framework for "domestic terrorism" this is purely symbolic. Makes absolutely no difference in how people are prosecuted and punished. I've yet to see how, aside from maybe prioritizing these people more for enforcement, this changes much of anything.

It sets a message and intent, but that's it.

Not unless they are declared an FTO by us. There's a definite framework for that but I doubt that would qualify.
