Technically yes. Heavy armor and the more you carry makes you "louder" and easier to detect.

I must be lucky or I just scavenge really thoroughly. I have 38 fusion cores and have never bought a single one. My luck is only at 3 and I don't have the more ammo perk yet. I also have 6 power armor frames each with a different set (most are incomplete).
Yesterday while wondering around I came across one of those military checkpoints and was thinking score since there are at least 4 cores at those. Turns out a power armor frame was there too with the X-01 torso and right arm. I was super pumped.
And about selling cores, the price is the same no matter the charge so I've been running mine down to 2 or 1 percent and then changing cores to get the most out of them.
