According to the Building Permits Issued list, it is listed as 1210 Harvey Mitchell Parkway South, which is on Loopnet. I don't think this particular plot was ever owned by TAMU.
You're right, this parcel is not TAMU-owned, but TAMU owns that side of Luther, it's a private road.
Description in the loopnet listing says " Owner has approval to for a 40' curb cut and driveway to the southwest side of Harvey Mitchell Pkway South."
It doesn't say anything about approval for a curb cut on Luther, if they could, I bet it would be mentioned as a feature.
I think that's why developments on this parcel keep falling through. They can't get the Luther curbcut from TAMU, so it doesn't share the benefits of being on a hard corner.
I heard this 10 years ago, but I'm assuming it still holds true.
