Salary Cap isn't legal unless the players are made employees and collectively bargain with the NCAA/conferences. And they currently have zero incentive to agree to anything as they hold all the power.
The reality is that nothing is likely to get done absent Congressional action and if that actually happens then it could go any number of ways. So I won't be saying "this will/won't happen" because it's too uncertain. When your marketability is based solely on your eligibility, and your eligibility is determined by someone other than you there's always a reason to at least consider a middle ground.
