I'm saying that we've got other really messed up issues that are more pressing. The emp is the side effect of a much worse disease.
I don't see a reasonable scenario where nukes are exploded only for their emp capabilities.

If you don't want to radiate the land you are conquering, and you don't want to use many warheads to hit the entire country, the use of three in a high atmosphere, can totally destroy the land and it's people from within. Wait a few months then March your military forces in through Canada and Mexicoif you have to.

EMP - hasn't happened because only a few actors could pull that off, we'd almost certainly know who did it and they would be turned to glass in short order.
A debilitating grid cyber attack could cause similar effects and could be pulled off by a wide variety of state actors, terrorist groups, or individual hackers and it would be difficult to definitively place blame. Given all that, it is harder to figure out why that kind of attack hasn't happened yet.
