Step 1) Politician meets NGO or High NW individual (HNWI) that runs XYZ Group that spews liberal non-sense around the world.
Step 2) NGO or HNWI tells them XYZ Group does "philanthropic foreign aid projects" and how they could use some additional funding which would expand their reach. And if successful, they will openly "support" the politician and/or their party.
Step 3) Politician packs in funding for XYZ Group in USAid budget and lets HNWI individual know that it is included
Step 4) HNWI individual receives large taxpayer funded cash infusion
Step 5) HNWI individual or NGO senior folks immediately open up ActBlue and donate large sums of money straight back to the corrupt politician, all paid for by the US taxpayer.

Next up should be ActBlue and a full forensic audit and paper trail for money leaving USAid, heading to HNWI/NGO's, heading to ActBlue, heading back to original politician who included the funding into USAid.

There are 570,000 Aggie alumni and most are not current athletes. I'd say the vast majority of folks in that number are decent and would say they follow the honor code. None of us is perfect so we will sometimes fail, but there is no reason to crap on the ideal of it just because a few Aggie's work for USAID or treat sports as the business it is.

They can just not spend them prior to the end of the fiscal year and they go back into the treasury. When they do the usual CR adding 6-10% to last years spending, USAID will get 6-10% on top of what they spent, not what they were allocated previously.
