If they are breaking into federal buildings?

Yes, they had no clue if she was armed or not.
It sucks for her and her family.

But she doesn't get shot if she is not climbing in a broken window in the Capitol because the doors are barricaded.

And the whole she was a veteran stuff is just like "he was a teenager."

There was one simple way not to get shot at the Capitol. Don't try to break into areas with locked doors.

It's tragic this woman died, not because the capitol police are murderers, but because she drove herself into mental illness with the cooperation of other people giving themselves mental illness ranting about Q and The Steal and The Storm and Kraken and any other number of collective delusions.
