It is the opposite of price fixing. It is the market doing the job in a tight supply situation of squashing uncesseary demand and encouraging maximum output from storage and production that can get to the market.
Price gouging, as you would call it, is a great thing to help people out as it actually solves a supply/demand imbalance. The alternative is a New York City style rent control which results in massive shortages.

Japan and South Korea are more dependent on ME oil than China and by a long shot. Oil disruption is very bad for their economies.
Also one of the reasons we don't want a China-allied Iran holding the ME hostage in the event of an Asian regional conflict. China knows energy imports are a weakness and have addressed it by building > 6 month reserves and focusing heavily on coal, nuclear, and solar power for their grid. Japan and SK would run out of oil a long time before China.
