I don't think it was a goof. I think he got frustrated with Liverpool for how long they were taking. He never showed his displeasure or gave a warning as far as I could tell, he just waited (impatiently) behind the freekick taker. I think the opposition was probably voicing their displeasure and he told them they could take it as soon as he blew his whistle. At some point he decided liverpool had enough time and just blew the whistle while running away from the play.
Poor job by the referee. He allowed his impatience to give one team a clear opportunity. Probably karma for Allison stopping a clear goal scoring chance, but the referee should be disciplined for the handling of that situation.
