Assuming this is fraud, who is teaching them how to do this? I have a hard time believing the people who can't properly form sentences in English in the videos are reading through the state's legal documents to figure this out.

There are Dem constituent groups (NGO, criminal organizations, informal political activist organizations) that specialize in identifying opportunities to maximize take from government programs and train or provide guidance and assistance to politically trustworthy peers or identity group members on how to exploit these opportunities. It's just a matter of how bold and brazen they are willing to be and risk drawing attention versus the take they can manage. Most are smart enough to embed in a Democrat dominated area as a victim clsss identity group and then be subtle in their exploitation of these opportunities, so it doesn't draw sufficient attention.
