Probably. Choppers are to stay away from major airport lanes or should --- so probably an error.Aggie95 said:
Not in aviation so just pure speculation but I would guess it's an error on helicopter. Potentially atc error

Flight tracker shows its path directly in line with runway, which is just across the Potomac. Clearly coming in for landing....so altitude makes sense.
