It's very clear to me at least that SCOTUS wants to avoid an imperial Presidency but is going to force their hand on this and create a massive Constitutional crisis because they have absolutely failed to curtail the district courts. SCOTUS doesn't WANT to curtail any of their power or the district courts powers by setting limitations on what they might do.
