I would void Kawhi's contract after the date of when you can be on a team to be on their playoff roster so he can't go tip the scales somewhere. Suspend Ballmer a year, fine him and the Clippers the maximum and take away whatever picks they have.
But Silver is pretty nutless so I bet nothing major happens. I'm sure other similar deals have happened (liek Dirk turning down $92M from the Lakers to take $25M with the Mavs) that the other owners don't want to have exposed.

The punishment should be that they have to extend Kawhi another 3 years at his current salary.
