The guided missile destroyers, frigates, maybe a cruiser have a long range but not at near flank speed. Same with any support ships or attached amphibious elements
Seaspeed would be the best resource here, but the fleet tankers top speed is around 20kts. Without them, you have limitations on the fuel for both the attached surface ships and the aircraft on board the carriers. You probably don't want a carrier running away from its defensive support ships!
Looks like we only have 15 of these fleet tankers. I would assume the same principal of availability applies to them as it does to other fleet ships.
