Perhaps it was in port so no threat and early on there were a lot more important targets than a ship sitting pier side. Once it went to sea, then it was targeted.

The Germans scuttled the Graf Spee because the British tricked them into believing there was an overwhelming Royal Navy force just waiting for it to leave.

As for blowing up a worthless cargo ship that is sitting abandoned at the dock, why do it? It's not a warship. The crew is off the ship, and it is not going anywhere. Not only would it be pointless to risk Americans lives as the ship has no tactical or strategic value, but it is sitting in another county's port. Sri Lanka isn't involved in this war so why risk pissing off other countries who so far have at worst just said/done nothing.

Graf Spee was an actual threat. The ship in question here is a fifty year old 4500ton POS supply ship and the ship it was there to supply is underwater
