Clippers are a pipe dream IMHO. If they traded away Crawford (two years, at 5.5, second unguaranteed) and DAndre Jordan (11mm ending) and letting Danny Granger, Big Baby, Darren Collison and Willie Green walk, they are still only like 7mm under the cap. And they would only have 6 players under contract (Paul/Blake/Reddick/Barnes/Dudley/Reggie Bullock)
At the same time, Houston is right at the cap with no moves. They move Asik and Lin and they are 16mm under the cap. But I think Lin is pretty much impossible to move without the other team getting someone like TJones or Patrick Beverly - neither of which Houston is going to want to do.
And Parsons' cap hold is only 2mm, he is obviously getting more that that. If the Rockets DO get rid of Asik/Lin, another team can **** up Houston's chance at LeBron by offering a fat contract to Parsons. His cap hold will go from 2mm to whatever he was offered by the other team until Houston declines the contract or signs Parsons. If you think Parsons gets 8mm/year, then he ruins pretty much all of that cap space.
Even if the Rockets have to use Beverly and Jones to get rid of Asik/Lin, then they have only cleared about 19mm and Parsons getting ~8mm/year will make it just 11mm in cap space even though you have almost no one on your team.
Bottom line, letting Parsons test free agency this year may cost LeBron. Or to get Bron, you may have to part with TJones, Lin, Asik, Beverly and Parsons and you are in the same situation that Miami was in. Three great players with no one around them.
