Also, this is the public report, which is only six pages, not counting the cover page and two appendix pages. The classified congressional version is over 70 pages.
The follow up about radio frequency energy implies remote control, imo. Meaning it has a means of propulsion, they just couldn't register it with whatever sensor they used.
The public report is all I have to go by, and it is largely unconvincing. 700 pages of classified report? Why hide it if you're willing to say, already, that you don't know what this is? I think it's more likely that in the classified stuff is a bunch of top secret projects.
For example, we have unmanned drones that have been in development since mid 2000s, that the public has just learned about in the last couple years, of which no one still has good pictures.
