At first, I thought this would just be another activist judge. And maybe the are. But after reading the article I'm very pleased with the result.
It clearly articulates what ICE can't do, but on the flip side, it also clearly articulates the line that will get protesters in trouble. For the most part, they can chant and hold signs, but they are in no way allowed to prevent ICE from doing their jobs.
Under this ruling, that lady that FAFOd when she blocked the road with her car would have had probable cause for arrest.
We see so many cases of people putting themselves in the way and then crying to media or Reddit when they end up paying for it. It's a total setup, and this ruling preempts that setup.
If I worked for federal government, I'd be requesting local backup to help enforce that ruling. Basically asking state and local police to keep them away or otherwise have them arrested.

You were right at first, and analytically wrong once you got to the second point, in so far as issuance of a TRO/injunction saying 'don't break the law' is not in reality a clear legal articulation that necessitates a TRO/injunction.
That ruling also always people to stalk law enforcement. She said it is okay for people to follow them as they drive. That is a recipe for disaster. If it is okay to do that for law enforcement, then anyone can just stalk a regular person. No one stalks for a good reason. Driving isn't a first amendment right.

That person's mental issues aside, we do have to be honest about one thing. If a local PD officer had done that he would have an open IA in about 2 seconds and have serious disciplinary action. No way. Maybe in Minnesot or somewhere like Austin where the da ran specifically on getting cops. Hell, they just put an officer through 3 years of hell, tried him only for the jury verdict to be overturned on appeal. The process is the punishment

The hard bean bags was a whole other issue. I may be mistaken but it think the officers had even told admin the rounds were bad, and were being stored improperly. This was a shockingly poor decision on the officer's part. The question becomes was he not trained properly or did he choose to do it knowing he shouldn't. Neither one says anything good.
