Because I think that the two can coexist. And I think that idea that this ICE agent was actually about to be murdered by a vehicle moving 5 mph to be risible. But it's certainly possible that in a split second he wasn't able to accurately judge his level of threat.

I don't think they were in process of conducting an enforcement action but instead were in between. That was my understanding.
I also think the bodycam would actually not be helpful either way. People are willing to not believe their eyes that this lady put a vehicle in drive and accelerated in the direction of law enforcement.

The vehicle was accelerating at him. If he gets twisted up he gets seriously injured or dead. Oh, and he knows this because it just happened to him a few months ago.
He absolutely accurately judged his threat.

Didn't the judge in Chicago order them to? Been so much of this I cannot specifically recall, but I thought they put a bunch of requirements on ICE there.

The cop was standing right in front of the car, the engine revs as the lady hits the gas, the wheels spin due to the ice, which actually saves the agent.
The wheels spins and the car hits him, almost instantly. He judge correctly his life was in danger.

She must have been confused because she backed up to pull out, then pulled away and the agent that shot her leaned around to shoot through the windshield. He then shot her twice through the driver's window.
As impeccable as this analysis is, I'm still wondering how he reached so far around with his gun hand (right hand) and was able to shoot through the windshield and then pop two shots through the driver side window. Surely he couldn't have transferred his gun to his left hand, reach around awkwardly and fire a shot without the gun slinging out of his hand at such a crazy angle, then .trick show-ed his gun to his right hand and finished the assault.

You posted a video earlier in this thread of a man who said he was a use of force expert (and also a Special Prosecutor in California iirc) and he said that they were mandated to have body cameras on. I'll have to go back and double check.

Wheels were spinning while she was in reverse too. She did not back up as fast she intended due to the ice. Similarly, she did not go as fast as she expected when she shifted into drive. Any of us who have driven on ice or deeps snow know the sound of the engine revving and the tires spinning out. Auto transmission or manual, the sound is still the same. (I always would start in second on manual vehicles on ice or in deep snow. Keeps the torque down and gives the tires a little bit more traction. That may have just been my manual cars, Volvo Turbo and Accura Integra DOHC with a very high torque first gear.)

He also has a duty to protect other officers even if he felt his life wasn't in danger. One of whom was at the window of the vehicle reaching inside. Given this very officer had been dragged by a vehicle before its reasonable for him to decide in that moment both he and his fellow officer were in danger of being harmed by the driver using her car.
