I am unsure what Rust's plan is for solving the case since that "evidence" cannot be used in court against Tuttle since it was wrongfully seized. Maybe him going rogue and gathering that "evidence" is showing he is willing to take justice into his own hands. Similar to what Marty did to Ledoux...
Either way it is great he got the evidence, just not sure how it can be used unless it leads to additional evidence that can be collected legally without the corrupt PD getting involved..... Lots of loose ends.
