I followed the Park Fire in Norcal last summer. Also wind driven and traveled faster than anyone expected. Flights would stop every night though. The fire would slow at night, under the conditions at the time (winds dying down and humidity up). I didn't know if that was why flying stopped or if it were because of the additional risks. Flying that low in those kind of conditions, esp the dark probably didn't out-way the limited benefit of fighting a fire, slowed at night.
These winds, the hills and the thermal effects have got to be a challenge.
The other thing is this isn't "fire season" so assets are less and will probably take longer to get going.
